To create buzz via email, you need to have these underlying features...

1) Pacing

Set up a mailing list which is designed to be the large scale lurker/announce list. (not a discussion) Post on a regular basis a profound ditty. More often than once a month, not more often than once a week. Use an uplifting message and carry with that message some little small thing that can be done to move one step forward. See the wizard of ads for how to craft the language of value.

2) Pulse

On a semi regular basis, include events or actions which tie into what people are experiencing So that the uplift is tied to what people are experiencing. Tie the work into actual things that people see or feel.

3) Community building

You build community by running into people on the one on one basis. Find ways for small groups of people to visit with each other. Phone calls between random people, with a simple script to get the ball rolling. A gathering to plant a tree. A gathering to do X at such a site for Y.

4) Feedback

Respond to feed back you get from the community easily and quickly. Be responsive. But more importantly, give the members of the list feedback... Because you have done X, we as a group have achieved Y. Celebrate the successes of the the group that is forming

5) The Point

Focus and refine the activities around a clear point. What is the elevator speech which makes people want to jump on board. Repeat and re-iterate the point thru all the messages in different ways and different language.

And then

6) Show progress

Find a way to make people experience that they are part of a whole and that whole is a successful one.
