In 2002 I was appointed president of the National Association of Service and
Conservation Corps (NASCC), an organization established to provide a
national voice for over 100 Corps in 32 states. NASCC Corps enroll 23,000
corpsmembers annually and provide 14.5 million hours of service in
communities across the nation. More importantly, Corps enroll primarily
disadvantaged young men and women: 56% without a GED or diploma; 66% young
people of color; and 39% from homes with an annual income of $15,000 or
less. After twenty years in positions of management in the medical field,
four years as Deputy Director of the Ohio Department of Natural Resources
and seven years as director of a statewide Civilian Conservation Corps, I am
concentrating my energy in an area for which I have great passion: positive
youth development utilizing service as the vehicle for change. My
experiences as a parent and mentor to a significant number of young people
led me to the realization that a caring community is essential in order for
positive youth development to occur. Corps "communities" provide that
